The distribution includes support files for the most popular devices among the people. The rest are links for self-download.
The distribution also includes instructions for installing versions of QuartusPro 20.1.0. The files themselves for QuartusPro are not included in the distribution (they are very fat), but according to the instructions, you can download everything you need for installation. If someone downloads files from the Pro version (while they can still be downloaded) and creates a full-fledged distribution from this, I will be grateful
